The target group of the Project are women and men actively involved as agents in the development of rural environments and those persons to be engaged in this process in years to come, regardless of the name they are given (rural development agents, community promoters, rural community activists) and regardless of the individual or collective nature of their activity.

In consequence, the project is also directed to the following entities:

1. Associations or networks of Local Action Groups

2. Rural, Local or Regional Development Agencies

3. Rural Development NGOs.

4. Public or private bodes acknowledged by National Governments as reference nodes regarding LEADER initiatives at national level.

5. In general, centres specialising in continuous and lifelong training, specifically for Rural Development Agents and Local Action Groups
